Egypt is making bold strides in supporting Micro, Small, and Medium Enterprises (MSMEs) as key contributors to economic growth, innovation, and employment. Leading this national effort is the Ministry of International Cooperation (MOIC), which has positioned MSMEs at the center of its development strategy, mobilizing international partnerships to deliver targeted, high-impact programs nationwide.
MOIC’s Strategic Approach to MSME Development
MOIC’s work reflects a strong belief in the transformative power of MSMEs. Through its international cooperation framework, it focuses on:
Mobilizing Finance: Securing concessional loans, credit lines, and guarantees for MSMEs—particularly for youth- and women-led enterprises.
Enhancing Skills and Training: Partnering with global organizations like the World Bank, UNDP, and African Development Bank to deliver business development and digital upskilling programs.
Supporting Innovation and Sustainability: Backing MSMEs that contribute to climate resilience, job creation, and inclusive economic participation.
Improving Market Access: Strengthening platforms such as incubators, accelerators, and marketplaces that help MSMEs scale and connect with investment and customers.
Policy Alignment: Ensuring full integration with Egypt Vision 2030 and the UN Sustainable Development Goals (SDGs).
The OECD’s 2025 SME and Entrepreneurship Policy Review reinforces Egypt’s strategic direction. While MSMEs account for over 99% of registered businesses, many operate in low-productivity sectors. The OECD recommends:
Building better SME data systems
Improving policy coordination across institutions
Encouraging formalization, innovation, and exporting
MOIC is already advancing several of these recommendations, working across sectors and regions to improve outcomes for MSMEs nationwide.
Egypt’s Legacy in Global MSME Advocacy
Egypt has also played a historic role in global MSME advocacy. Under the leadership of Ahmed Osman, then Chair of ICSB, Egypt was among the first countries to support the creation of the UN International Day for MSMEs, now recognized each year on June 27. This early endorsement helped bring global recognition to the value of small businesses in sustainable development.
